He was an Ukyo-e (浮世絵: picture of the floating world) artist born in Edo (now Tokyo). He became the pupil of Shigemaza Kitao (北尾重政) at the age of 15. He introduced himself as Masayoshi Kitao (北尾政美) and produced book illustration. In 1794, he became the official painter in the domain of Tsuyama. (now Okayama pref.). He produced various works including scroll painting, wall scroll, and folding screen. Especially, his Shinkei-zu (真景図: the real scenery) was highly regarded.
